Job Purposed: The Commercial Department provides commercial advice to the Land, Technical, Construction, Finance, Sales and Marketing and Administration Teams and is responsible for protecting the Commercial interests of Berkeley throughout the development process.
The Commercial Department's key function is being responsible for building costs. Their prime responsibility is to control these costs through forecasting, establishing a budget for each project, and then controlling that budget for each site, Procurement, Contractor pre Qualifications, preparation of Tender documents, Cost Planning, analysis of Tender Submissions, identifying risk/opportunities and completing monthly reports.
Responsibilities and Accountabilities:
Procurement and Management
- Tasks undertaken in previous roles to be continued
- Work to the prepared TES (Tender Event Schedule), being involved in occasional progress updates
- Meet specialist Consultants at early stages in design process to establish any Value Engineering opportunities that can be incorporated into the early design
- Review original scheme design concepts with the Project Team and ensure the concept meets the budget, proposing alternatives where necessary
- Monitor progress of design packs against TES dates
- Hold regular tender pack reviews with the Technical and Production Team for each package presented
- Actively review potential Value Engineering opportunities throughout the tender process by proposing alternative materials / methodologies in conjunction with the Technical and Production team
- Efficiently operate the Tender process; ensuring base enquiry documents are up to date, including H&S and Sustainability aspects
- Hold detailed pre/ mid/ post tender meetings with Subcontractors throughout the procurement process in conjunction with the Production & Technical Team
- Be involved in setting and reviewing package Budgets against package procurement, understanding the consolidated Bill of Quantities package allocations produced
- Benchmark rates against other projects and against the Cost Plan at various stages in the procurement process
- Prepare tender recommendation reports and PSIs (Project Specific Instructions)
- Attend and chair Post Tender / Pre-Start meetings
- Contractor management - payments, valuing variations, resolving disputes, Final Accounts. For various value Subcontracts, including more complex packages
- Review RFI (Request for Information) registers to ensure information is being issued in a timely manner and ensuring the RFI responses have no effect on the Contract Sum
- Be able to propose workable and realistic solutions to obstacles / complications in the procurement process
- Be proactive in key decision making and negotiating throughout the procurement process
- Correctly identify & prepare Contractual Notices for all events and administer the COC/PSI conditions accordingly in conjunction with senior team members
- Identify potential Disputes in a timely manner
Cost Reporting
- Understanding the cost plan and the original Bill of Quantities / Budget split
- Understanding the monthly cost report format, and providing input where required to assist the Senior QS
- Inputting movements or reporting on each package the surveyor is responsible for, in line with the Cost Report
- Closely monitor and report on Preliminary costs, highlighting movements / anomalies
- In conjunction with the Senior Surveyor, report on any potential risks or opportunities that may arise
Client Facing
- External clients associated with outside funding involvement, such as Housing Associations or Local Authorities
- Attend Client facing meetings
- Administer the Client Contract
- Produce external Valuations
- Agree external Variations
- Individual customers who request changes to their apartment/house
- Manage the customer choices schedule; liaise with the Customer Relations Manager for the Project
- Price customer requests. Confirm with Technical / Production that the request is feasible. Manage the sign off process between Sales and Head of Construction
- Instruct approved customer requests
Commercial Team Leaders
- Becoming a dedicated Commercial Team Leader responsible for developing, structuring and maintaining Teams, as well as feeding back information and ideas across teams to various Commercial Team Leaders
- Carrying out Staff Appraisal as a Commercial Team Leader
- Recruitment of Staff in conjunction with Line Manager
- Reviewing team outputs to ensure compliance with procedures and protocols
- Reviewing team outputs to ensure accuracy
- Reviewing information for Pre Plan meetings
- Forward Planning
Technical Competencies:
- Preferably degree qualified, e.g. BSc (Hons) Quantity Surveying or equivalent.
- Experience working at Surveyor level for a residential / mixed-use property developer or main contractor.
